These policies are the result of close collaboration with renowned urban planning experts and local public administration specialists, who have assisted us in developing our development strategies.

The strategy foresees modernization projects in the capital and suburbs, which could be implemented by 2030. The document was prepared free of charge by experts from” Master’s Plan” and” Cushman & Wakefield” and was previously submitted to public consultations with experts.

The Investment Map of Chișinău Municipality aims to boost the process of attracting investments into the city's economy.

The map includes over 60 attractive investment targets across various categories such as real estate, land, social-educational, entertainment, as well as objects for public-private partnerships related to modernizing the public lighting network, implementing e-ticketing, electronic parking, alternative transportation inclusion for traffic efficiency, solid waste management, and many others.

The process of creating the map began in 2020 when the Decision on the list of investment projects proposed for implementation through public-private partnerships was approved.

Initiative for sustainable development of public transport in the mun. Chisinau - Project "MOVE IT like Lublin", financed by the European Union and implemented by the Chisinau City Hall, finalized on June 28, 2022 the procurement procedure for the elaboration of the Sustainable Urban Mobility Plan of the Municipality of Chisinau.

The Sustainable Urban Mobility Plan (SUMP) is a long-term strategic planning document for the development of road and pedestrian infrastructure, public and private transport, parking organization, creation of infrastructure for cyclists and many other aspects for the benefit of citizens.

The ultimate goal of the UDP is to promote a smart development of the municipality's infrastructure, whereby it meets the basic mobility needs of all citizens and subsequently transforms it into a more accessible, inclusive and efficient city.

Activities carried out as part of the Sustainable Urban Mobility Plan process:
- Collection of data for the preparation of the study (socio-economic and demographic data, land use data, transport network, road safety data, tourism information).
- Carry out passenger counts and surveys on transport patterns and means of transport used, traffic counts, time studies of public transport trips, estimation of demand for transport services.
- Reviewing and analyzing existing legislation and relevant documents such as strategies, policies, plans, studies, projects.
- Analysis of problems and opportunities (Analysis of the Physical, Socio-demographic and Economic Structure of Chisinau, Evaluation of Land Use, Analysis of Transport Characteristics).

The strategic planning and sustainable development document "Chișinău - Green City - Strategic Planning of the Municipality of Chișinău" was developed with the support of consultants employed by the European Bank for Reconstruction and Development (EBRD), as part of the EBRD's Green Cities Program.

The overarching vision guiding the Strategic Planning process is centered around people, aiming to provide them with a safe, resilient, and healthy environment.

As such, strategic and specific objectives have been established in thematic areas such as energy management, investments, waste management resources, mobility, green-blue infrastructure, transportation, urban planning, and more.

The strategic planning document was approved by the Decision of the Chișinău Municipal Council on May 21, 2020.

The changes over time, emergence of new visions and requirements regarding urban space systematization, as well as the necessity of aligning the development programs of Chisinau city and the localities within Chisinau municipality, necessitate the elaboration of the Chisinau City Landscaping Plan and the General Urban Development Plan.

Thus, in March 2020, the process of developing urban planning documentation for the territory of Chisinau city was initiated in collaboration with the State Enterprise "Chisinauproject," the Association "Center for Sustainable Development Research" from Romania, the "Investment RK" Foundation, and the "Academy of Real Estate" Training Center from Russia.

To supervise the process, a working group was created by the decision of the Mayor, tasked with monitoring the implementation of the stages of developing the concept of Chisinau city's development and the General Urban Development Plan.

The Terms of Reference were developed by the company "Urban-Design" S.R.L., which won the tender. After the presentation of the Terms of Reference, it underwent public consultation. From April 8, 2021, to May 11, 2021, five public consultations were organized for target groups.

As a culmination of the process, a public discussion of the Terms of Reference was held. During the consultations, diverse and varied communities related to the General Urban Development Plan were involved. Recommendations regarding the Terms of Reference were collected, and a table of divergences was created. Subsequent changes were made to the Terms of Reference.

Based on the changes received during public consultations, the Terms of Reference for the General Urban Development Plan were presented to the Chisinau Municipal Council, and the draft decision was approved on July 27, 2021.

After the approval of the Terms of Reference by the Chisinau Municipal Council, the municipality allocated over 20 million lei for the development of the General Urban Development Plan.

However, the funds remained unused, as all tenders organized during 2021-2022 to select the company that would develop the General Urban Development Plan failed. No participant met the conditions of the Terms of Reference.

Chisinau has a five-year tourism promotion strategy.

The document, prepared by the General Directorate of Economy, Trade and Tourism of the CMC, with the support of the National Association of Inbound and Domestic Tourism of Moldova (NAIDTM) and experts in urban architecture and history, as well as with the input of business representatives, aims to identify the tourist, historical, human, social and economic potential and opportunities for tourism development of the municipality of Chisinau.

The tourism development strategy was developed with the aim of boosting the process of sustainable development, as well as to establish clear strengths and benchmarks for improving the tourist image of the city; creating a unique identity and diversifying the tourist offer.

The authors of the strategy set out to achieve a number of achievements by 2026. What they are, what this strategy looks like, what it is based on and what are the steps to follow, discussed the guests of the public debate "Chisinau Tourism Development Strategy - Tourist Capital 2022-2026"/„Strategia de dezvoltare a turismului Chisinau – capitala turistica 2022-2026”.

The local anti-corruption plan is a working tool of the Chisinau LPA, with the mission of designing and ensuring the management of the prevention of corruption risks and factors and strengthening institutional integrity.

The document includes 6 priorities deduced from the result of the analysis of the problems at the LPA Chisinau level, which are coordinated with the priorities set out in the Anti-Corruption Action Plan approved by the Government.

They refer to:
- Strengthening institutional integrity through the proper implementation of anti-corruption legislation;
- efficient and transparent management of municipal assets; - increasing the transparency of the public procurement process;
- increasing the quality of public services provided to citizens;
- improving communication with citizens and increasing the transparency of Local Public Association (LPA) activity;
- reducing corruption factors in the process of issuing permits.

The draft Local Anti-Corruption Plan 2022-2025 has been subject to public consultations since 22 November 2021, both on the official website of the City Hall and on the government platform "Particip.gov.md".

The debates were attended by experts in the field and jurists specialized in anti-corruption. They came up with proposals to improve the document.

A concept of modernization through digitalization of several components of the City Hall's activity.

The ultimate goal of this public policy document is to bring real benefits for citizens and economic agents operating on the territory of the municipality and involves increasing the quality of life and the best entrepreneurial climate through intelligent and innovative solutions.

For the municipality itself, this new vision points to directions for modernizing internal administrative processes in order to achieve greater efficiency, transparency and optimization of the administrative costs borne by the City Council.

The Capital's Digital Transformation Framework has been developed to set the focus and scope of this dedicated Digitalization Program.

According to municipal authorities, in recent decades, the city of Chisinau has lost many hectares of green spaces due to deforestation, chaotic construction in green areas, and inadequate management, stemming from a lack of a strategic vision for the expansion of green spaces. In 1990, the area of green spaces within the city limits of Chisinau was 4,141.0 hectares, while by 2018, it had already decreased to 3,656.9 hectares. Today, the exact boundaries of green spaces, the number, species, and the phytosanitary health of trees and shrubs in the city are not known.

To address this issue, the Municipality will establish a cadastre of green spaces in Chisinau. The project concept for developing the geographic information system was approved by the Chisinau Municipal Council in October 2021. Responsible for creating the terms of reference is the General Housing and Communal Directorate, which is also tasked with developing the Strategy for the management and expansion of green spaces.

The geographic information system "Cadastre of Green Spaces in Chisinau" will contain specific information and data about all constitutive elements of green spaces – parks, public gardens, squares, as well as green spaces within block courtyards, solitary trees, etc. It will also include data about their phytosanitary condition, botanical characteristics of trees and shrubs, and their positioning on a GIS map.

The terms of reference for the development of the geographic information system "Cadastre of Green Spaces in Chisinau" were prepared in 2022. Currently, the process is at the stage of public tenders.

In 2021, the existing constraints and gaps in the organization and functioning of the subdivisions of the Chisinau City Hall were analyzed and options for their reorganization were formulated, taking into account the principles of good governance.

The new organizational structure will allow for more efficient delivery of public services and will increase administrative performance ensuring a sustainable development of the municipality in the coming years.

The project of the strategy was developed by the Public Association ECOPRO, in partnership with UNDP, Green City Lab, and the Automobile Club of Moldova, with the aim of providing a roadmap to make Chisinau a bicycle and people-friendly city.

The project aims at the sustainable development of Chisinau municipality by enhancing urban mobility, environmental conditions, and public health through the integration of bicycles and other alternative modes of transportation into the overall urban transportation infrastructure, as a fully-fledged mode of transport.

The document underwent public consultations during the period: February 26, 2021 - March 11, 2021, and was presented on March 12, 2021.

The purpose of this Guide is to provide a mechanism for establishing a street system that can support the City's growth, provide efficient transportation options, and ensure a pleasant living environment.

This document is intended to provide a clear, systematic and comprehensive vision and framework for the design and construction of streets based on street typology and user needs.

The main objective of this document is to establish guidelines for the design of streets in Chisinau in order to transform them into a multifunctional, safe, comfortable and vibrant public space.

Achieving this objective is possible only by integrating the functional requirements of all users of urban streets, ensuring an equitable allocation of available space for all types of users.

The need for a higher level of control over the parking system has developed as a result of the worrying expansion of car use. This has propelled congestion and pollution levels, especially in densely populated urban areas.

Today, parking systems can become generators of economic opportunities and income. When properly treated, parking spaces can become a valuable economic asset for the local community.

Despite initial fears and prejudices, parking policy can also become a driving force for economic development and quality of life in cities, while supporting sustainable transport and propelling parking management as an economic activity in its own right.

In October 2022, the General Directorate of Urban Mobility launched an extensive study on street inventory in Chișinău municipality.

The study is being implemented in a consortium with 'SirWay' Oy., a consulting company specialized in infrastructure management solutions from Finland.

The purpose of the document is to inventory the main and secondary streets and develop a Road Asset Management System (RAMS) on a Web GIS platform for urban and suburban roads in Chișinău.

The Road Asset Management System and the Bridge Management System, based on Web-GIS, are to be developed within a general framework for a comprehensive road maintenance management system.

The system will include the following subsystems:

Road Information Subsystem, comprising data collection, storage, and reporting on road inventory, sidewalks, structures, traffic, accidents, costs, and projects.

Planning and Policy Development Subsystem, providing tools for evaluating short and medium-term expenditure plans and policies and their impact on road network performance.

Maintenance and Design Management Subsystem, including monitoring and managing routine maintenance operations and supervising rehabilitation and construction projects.

Chisinau City Hall, with the support of UNDP Moldova and the Czech Republic, has developed the Strategy for Smart Transport and Intelligent Mobility for the municipality, as well as the related action plan.

The documents were presented on 16 June 2021 at a public event with the participation of representatives of relevant departments of the Chisinau City Hall, the Moldovan Police and civil society. It was then subject to public consultation.

The strategy proposes concrete solutions and steps that Chisinau needs to take to ensure efficient management of parking in the city, to improve the public transport system, to organize and fluidize traffic, and to develop a functional and adapted infrastructure for alternative transport.

Decision No 6/3 of 19.05.2020 "On the approval of the plan for the renewal of the rolling stock of the public transport system of the municipality of Chisinau for the years 2020-2023"/„Cu privire la aprobarea planului de reinnoire a parcului rulant al sistemului de transport public din municipiul Chisinau pentru anii 2020-2023”.

The approval of the Municipal Strategy for Child Rights Protection 2020-2025 is part of the overall context of reforming the child protection system in the Republic of Moldova, as well as aligning it with European and international standards and commitments.

The aim of the policy document is to create a friendly and inclusive environment capable of ensuring, respecting, and protecting the rights of every child in the municipality of Chișinău.

The strategy adopts an intersectoral approach to implementation, involving multiple subdivisions of the Chișinău Local Public Administration.

The beneficiaries of the Strategy are all children, regardless of their family's financial situation, place of residence, ethnic background, spoken language, gender, age, political or religious affiliation, health status, learning and developmental characteristics, antisocial behaviors, or criminal records, from the municipality of Chișinău, with a focus on children and families at risk, as well as special attention to children with disabilities and children with special educational needs.

The Child Rights Protection Strategy was approved by the Chișinău Municipal Council in July 2020 and sets the objectives and priority areas of activity and intervention in the respective field. The document was developed by the General Directorate for Child Rights Protection, with technical assistance from UNICEF Moldova.

The key principles outlined in the document include:

- Non-discrimination;
- Zero tolerance for any form of violence against children;
- Children are the number one priority;
- Upholding the best interests of the child;
- Providing opportunities for participation for every child.

On December 28, 2021, the Action Plan for implementing the Strategy was approved. The Plan was developed with technical assistance provided by UNICEF Moldova.

The documents were developed with the help of UNICEF experts, experts from Romania and subject to the consultation process during 2021-2022. At the moment the documents are in the final stage and will be submitted for approval this year.

The aim of the strategy is to develop and strengthen the youth sector over the next five years, thus contributing to the creation of an appropriate environment to ensure the personal and professional development of every young person, including those from groups with fewer opportunities, including the creation of favorable conditions for the development of young people, providing opportunities for participation in decision-making processes, and access for all young people to a wide and diverse range of youth services.

The General Directorate of Economy, Trade and Tourism of the Chisinau Municipal Council initiates the elaboration of the draft Strategy for the development of internal trade in the municipality of Chisinau "Trade 2023 - 2030".

The aim of the project is to establish the priority directions of development and social orientation of internal trade in order to have a systemic approach to the process of implementation of public policies related to trade activity, to approve the medium-term strategic framework for the development of marketing activities of products and services on the territory of the municipality. Chisinau, increasing the competitiveness of products and services placed on the market, improving the commercial infrastructure in the territory, modernizing the forms of distribution/marketing of products/services placed on the market, meeting the needs of consumers.

The need for the project is to establish clear and transparent procedures for trading activities with food, non-food products and services according to the Classification of Activities in the Moldovan Economy (CAEM - 2) and the nomenclature of commercial units in the perspective of 2023-2030, including provisions for the protection by the state of the business environment and people in their capacity as consumers and the transposition of the European Parliament Directives in this field, thus making a relevant contribution to achieving the objectives of protection and improvement of the quality of life.
The project provides for the elaboration of the concept of development of creative industries in the Central sector of Chisinau municipality from the account of buildings, municipal property, as well as the identification of architectural solutions and the way of implementation of pilot projects for sustainable development of creative centers.

The initiative aims to align with national policies and European best practices on sustainable urban development, as well as the principle of "creative city", with its main component: "Development of the network of centers (creative hubs).

Actions already implemented:
- Procurement procedures for expertise services have been carried out;
- the first phase of the analytical study on existing urban creativity in the Centru sector was presented;
- the locations with the greatest potential have been selected.

Action plans for each location are being drawn up, with analysis of examples of good practice and preparation of documentation for a pilot project.

According to the new concept approved by the CMC in 2020, Chisinau City Hall proposes a number of priorities for the development of this area, such as: regulating the number of units, through pre-established location schemes to be approved by the CMC.

These schemes may be modified at the initiative of the sector prices, by means of notes arguing the need for the location of the unit on the site in question.

When identifying the site, consideration will be given to the town planning regulations and documentation, the specifics and physical parameters of the area, the directions and intensity of pedestrian flows.

In addition, when determining the locations, account shall be taken of the need to avoid the crowding of commercial establishments in the area and to respect the distances between the location of the kiosks and other objectives laid down in the regulations.

According to the concept, mobile street trading, including fruit and vegetable trading, is to be carried out as a priority in (private, municipal) markets.

The right to conclude a contract for the location of itinerant trade units will be awarded on the basis of a public tender.

The design requirements of each street trading unit will be determined by the project examination committee, which will take into account the architectural and chromatic specificities of the area and the surrounding buildings and will select the projects eligible for tender.

Elaborated and approved, by decision 17/6 of 01.10. 2020, the Regulation on the public tenders for obtaining the right to conclude a contract on the location of a street trade unit on the territory of the municipality of Chisinau, including approved pre-established location schemes for the location of street trade units from which are sold soft and hot drinks, pastries and ice cream in parks, squares, public gardens, on the main streets and boulevards of the city to ensure their exposure at public tenders organized for this purpose.

The approval of the Local Trade Regulation of the municipality of Chisinau was based on the need to implement the Concept Implementation Plan for street trading in the city of Chisinau, previously approved by decision CMC No 12/1 of 23.07.2020.

The regulation describes the procedure for submitting the notification on the initiation of trade activity on the territory of the municipality of Chisinau, how to locate street trading units on the territory of the city, both on land owned by the municipality of Chisinau and on other land.

Similarly, in order to stimulate the development of organized and modern trade, to protect the life, health, safety and economic and social interests of citizens, to protect the rights of consumers/citizens and to create an attractive image of the city, the Regulation lays down the prohibitions and requirements for carrying out trade activities in the municipality of Chisinau, including the prohibition to carry out trade activities or certain forms of trade activities, including itinerant trade.

Thus, itinerant trade is carried out through itinerant trade units (UCA):

- in markets;

- on establishments;

- at fairs, exhibitions, cultural, tourist, sporting and similar events.

In order to optimize the number of street trading units located on city streets and to ensure free competition in this respect, the procedure previously established for the location of street trading units on sites approved by the Chisinau Municipal Council is maintained, following the granting of the right to locate the UCA in public tenders organized by the Chisinau City Hall.

At the same time, in order to support family commercial activities, the municipality has established exemptions to the location of street trading units carrying out commercial activity, exclusively, with the following assortment of socially important products/services:

- bread up to 600 grams, pastries up to 300 grams, made from flour of quality I and II, home-made bakery and confectionery products;

- clothing repair;

- repair of footwear;

- for making keys;

- collection of paper waste.

The Regulation on the management of buildings, constructions and premises other than for residential purposes - municipal property establishes the management (registration and letting/tenancy) of buildings, constructions and premises other than for residential purposes - municipal property.

The provisions of the Regulation, approved on 06.10.2020, are extended to all subdivisions of the local public administration (general directorates, directorates, prices), public institutions, including those under self-management, municipal enterprises, companies with public or majority public capital owned by the Chisinau Municipal Council, as well as other entities that are financed from the municipal budget or manage goods - public property of Chisinau municipality.

Thus, the provisions of the Regulation denote:
- the principles on the basis of which the lease of premises - municipal property - is ensured;
- the new model of the lease/bailment contract;
- facilitating the procedure for extending the term of lease of real estate under the conditions set out above;
- adjustment of the coefficients on the basis of which the amount of rent payments for the premises - municipal property is determined;
- in the case of transfer of lease of separate buildings, incorporated or attached constructions, as well as rooms located on the ground floor of buildings on main streets, the market coefficient (k4) is determined on the basis of the rental price for the requested objective or similar objective established by the valuation report, drawn up by a legal or natural person licensed in the respective field of activity;
- making the managers responsible for ensuring diligence in the use of the premises and monitoring the use of the premises by the tenants in accordance with their intended purpose, monitoring the execution of contracts, keeping track of lease payments and informing the specialized Subdivision on a monthly basis of payments made by tenants.
- establishing the arrangements for the use of sports halls and stadiums in educational institutions by national sports federations.

The Regulation on tenders for obtaining the right to rent rooms for purposes other than residential use, owned by the local public authority of Chisinau municipality, was adjusted and supplemented by the decision of the Chisinau Municipal Council No 8/13-2 of 12.10.2021.

The amendments and additions made were aimed at improving the local regulatory framework, standardizing the concepts used, adjusting them to the current structure of the Local Public Authority of the municipality of Chisinau, exhaustive description of the scope of the Regulation.

The essential amendments applied to the Regulation:
- The subject of the tenders in the case of non-residential places/properties is the amount of the annual rent offered for the whole period of validity of the lease contract, compared to the single payment for the award of the lease right, previously applied;
- adjustment of the amount of the annual rent, upon extension of the awarded tenancy contract, if the amount established after the tender falls below the level of the minimum annual amount calculated in accordance with the provisions of the Regulation on the management of buildings, constructions and rooms for purposes other than housing - municipal property, approved by the decision of the CMC No 17/7 of 06.10.2020 (as amended and supplemented);
- establishing the obligation of property managers to disseminate information on the exposure of property to auction;
- setting the deadline for the submission of materials and related documents by the organizer of the auctions to the specialized subdivision of General Directorate for Economy, Trade and Tourism (DGECT) for the completion of the lease contracts.

In 2021, the Registry of Public Property was initiated and implemented, which ensures the operationality of the data management of the non-residential places/properties owned by the municipality Chisinau, by providing information on the total areas of the buildings, free and leasable areas, as well as those on which there are already contractual relations.

The functionality of the new system provides access rights according to users' competences and offers the possibility to generalize the reports according to selected filters, depending on the need for data.
